More Intuitive Menu System
The current menu system is powerful, but difficult. Make it easier to assign modules to particular pages!
Current System: user must set up menus, then point modules at menu items.
Proposed System: user simply assigns modules to specific articles.

Add head tags by content for Facebook Apps
For example: In facebook apps the content needs tags inside head tag like <meta property="og:tag name" content="tag value"/> for better results

More blogging and security functionality:
A better text editor for blogs. Spam protection for comments and web forms (captcha or whatever), multiple blogs can be applied ala Wordpress MU.

Clean/Clear Extention Install
Before an EXT install it would see if there are going to be errors (i.e., search db, folders, etc.) Then it tells you there may be errors and what to fix. Also, the option to wipe an old install complete, then install this vers.
I think a install tracker would be smart. If you need to do a total uninstall, it would take a snapshot file and replace your old stuff.

CDN autoconfig
Would be nice to have core integrated features for CDNs as it would probably enhance big sites webmasters and rise up potential speed of Joomla!

Link Author to his profile.
The Author name in article should link to his profile page and only the profiles that are set visible to public should be shown to public. By default, registered users should be able to view profiles of every author but there should also be parameters to restrict access to certain profiles.

Migration of Mootools dependencies and tools to Jquery
Actually we have a lot of stuff in joomla running under Mootools: user registration, forms validations, article submission, send mails and more...
Switch to Jquery 2.0 would let a lot of fresh young developers to see Joomla to a really good and flexible cms to work with. In fact Jquery superiority in terms of community, ease, market share and convenience is indisputable.
Also, Bootstrap and the best plugins out there are coded in Jquery, so there not going to need to overload sites with different frameworks, or no-conflict stuff.

age gate
Allow an age gate option for individual artice pages. The option to check a box when creating an article to state that that article requires a user to enter their age before it will fully open past the intro text

Managable HTML5 components or extensions.
While HTML5 is evolving, I'd like to see components or extensions based on HTML5 replacing picture banners, flash or silverlight animations.

users folder to registered
by default, joomla must have a folder users in media manager. When a visitor register, a username folder must create in this users folders with acl.

Automatic conversion other languages (Php,Ajax,...)into joomla ,user can easily convert into joomla .It should be like a software ,user can easily convert existing website into joomla.

Urgenty required in joomla 1.6: A really complete property system. It should be an all in one online database system that integrates and works together with a crm tool, newsletter feature, property management, history, marketing tools, easy managment, seo and joomfish friendly, google maps integration etc.

A way to not rely on template to decide your module positions, no need to create positions anymore, like xoops!
Really frustrating when you have to creat the position for photoslide for ex...
Instead of it you just have to choose where it gonna be!

Module Manager enhancement. In the pages column, make the text a link that opens a lightbox and lists specifically which pages the module is assigned to.
This will streamline the slow process of learning a new template, a Joomla site built by another developer, or perhaps a site that you built a while back and don't remember all the details.

Renew the modalbox
The squeezebox is a nice tool, but not contemporary. I think LightFace (David Walsh) could be a better alternative

Display template css automatically as editor styles
Incorporate a WYSIWYG connector so custom template CSS automatically appears in the editor as style choices.
