The only way I can see it happen is if Media Manager uses db tables to keep track of "media", then people are either forced to only upload via MM or a folder scan feature also need to be added.

This calls for a Proxy that serves all these external requests - when configured and available - that can be implemented into every third party component on matters of "Dependency".
