Special Administration Core Enhancement

There should be a core aspect where modules can be assigned a "special" type of access, so that a webmaster can choose to show a module, or even content only to guests.

I guess I wasn't very clear. Let me try this one.

What we need is a way to set up modules that will show for guests and not members, and likewise, modules that will display for members and not guests. Currently, even in Joomla1.6, if a module is set at "guests" members will see it.
