  You may download Terms of Service from http://joomlacode.org/gf/download/frsrelease/17060/74120/Terms_of_service_UNZIP.zip

  The package is modified version of 'User - Profile' plugin it includes a filed for assigning an article as Terms of Service, the modification is base on Joomla 2.5.4.

  This modification has been submitted to Joomla development to be added to the core, I don't know if it will be added or not.

  totally agree the TOS checkbox in the registration form needs a link or it's unnecessary
